For the past few years, President George W. Bush has promoted the ideal of an “ownership society,” and advanced a number of specific policy proposals that aim to broaden and deepen personal wealth. While the catch-phrase is new, the ideal is not, and it has much deeper roots and purposes than simply “saving Social Security.” Property was central to the American founding, and it remains central to America’s economic, social, and moral way of life.
